INVITATION FOR COMMENTS ON THE REGIONAL/LOCAL WORKFORCE PLAN
OF THE WORKFORCE DEVELOPMENT BOARD (LWDB 51) AND ITS PARTNERS

Serving the residents of Allen, Beauregard, Calcasieu, Cameron, Jeff Davis and Vernon Parishes

The Workforce Development Board is in the process of preparing and submitting a four‐year
Regional/Local Plan to Governor John Bel Edwards to provide information to the public on the
utilization of the funds provided through the Workforce Innovation and Opportunity Act (WIOA)
for Adults, Dislocated Workers and Youth. The essence of the Plan includes (1) Strategic
elements such as Economic and Workforce Development Activities, Vision and Goals, and local
strategy. (2) Operational Elements including the implementation of the strategy as well as the
operating systems and policies. (3) Coordination with Combined Plan Programs including core
partners including WIOA Adult & Dislocated Workers, WIOA Youth, Wagner Peyser, Adult
Education & Literacy and Rehabilitation Services and additional partners for a Combined Plan
including Career and Technical Education (Sowela), Temporary Aid to Needy Families &
Supplemental Nutrition Assistance Program (SNAP), and Community Services Block Grant
(CSBG). A memorandum of Understanding will be developed between all partners outlining the
delivery of services in the One Stop Center as well as the sharing of funds earmarked to serve
eligible populations. (4) Common Assurances and (5) Program specific State Plan Requirements for Core Programs listed above.

The public is invited to comment on any aspect of the Plan during its development. Comments
may be emailed to Ms. Stephanie Seemion at sseemion@lwia51.com for consideration on its
impact on the Planning for the delivery of services to assist individuals obtain employment as
well as to assist employers to obtain a trained workforce.

The Plan is due to the Louisiana Workforce Commission by June 15, 2016. Beginning today, this will provide the required 30 day comment period for the public to comment on the
Regional/Local Workforce Development Plan for Region V.

ELECTRICAL SERVICE PERMITS FOR FLOOD VICTIMS

As residents affected by flooding in Vernon Parish return to their homes they will need Electrical Service Permits to have their electricity re-connected.  We have tried to simplify the process as much as possible for those affected by the flooding.  Please see instructions below.

  1. Call Mrs. Debbie at the Vernon Parish Health Unit for a sewer permit 337-238-6410 x2 – she will send this information to Mrs. Kim at Parish Public Works.
  1. Call the Assessor’s Office at 337-239-2167 to get a parcel listing faxed to Parish Public Works at 337-238-1686.
  1. Call Mrs. Kim at Parish Public Works to get your permit at 337-239-9933 (if you are calling on March 18th, please call 238-0324).
  1. If you are in the Evans/Burr Ferry area, Mrs. Kim will fax your permit to the District 3 Maintenance Yard – located south of Evans School at the intersection of Hwy 111 and Fal Road*. You will need to sign your permit and they will fax it back to Mrs. Kim.
  1. Call Mr. Billy McShan, Parish Inspector, at 337-208-0195 to perform your electrical inspection.
  1. Once your electrical inspection is complete, Mrs. Kim will send your permit to the appropriate electric company for electrical re-connection.

DEBRIS REMOVAL

As residents affected by flooding in Vernon Parish return to their homes and begin the daunting cleanup process, the Vernon Parish Police Jury is working to secure contractors to begin collecting debris from the affected areas.

The Vernon Parish Police Jury does not have any parish sanctioned or Department of Environmental Quality (DEQ) approved sites for collection of flood related debris inside the parish.  All flood related residential debris that is moved to the public roadway will be collected by a contractor hired by the parish, as per FEMA guidelines.  Please remember that the Vernon Parish Police Jury and its contractors are prohibited from entering into or working on private property so debris must be moved to the edge of a public roadway to be collected.

Residents affected by the flooding are asked to move all residential debris to the edge of the public roadway (do not block the road or any driveways) where it will be collected by the contractor.  To facilitate removal, debris should be separated into the following categories:  Normal Household Trash, Vegetative Debris, Construction & Demolition Debris, Appliances & White Goods, Electronics, and Household Hazardous Waste (see the attached information sheet).

If you have food waste that has already been removed please separate that waste from the rest of the debris and place it at the edge of the public roadway where it will be collected as soon as possible.  If you have not already removed the food waste from your home, please leave any food items inside your refrigerator or freezer; secure the refrigerator or freezer with duct tape, and place the refrigerator or freezer at the edge of the roadway and it will be collected with the other debris by the contractor.  This will help reduce odor and prevent the spread of insects and disease.

The process of debris removal will take some time to complete and we ask all residents to exercise patience and caution during the cleanup process.

Road Closure – Belview Road

The Vernon Parish Police Jury announces the following:

Belview Road will be closed at the intersection of Pelt Lane and Belview Road on Friday, February 5, 2016 from 8 a.m. to 1 p.m.  Weather permitting, the Vernon Parish Police Jury will be replacing culverts.

Anyone living on this road should make the necessary arrangements.  We apologize for any inconvenience and thank you for your cooperation.
